First of all, regardless of whether it is a lotion or milk - from a chemical point of view, both are emulsions, i.e. mixtures of water and oils. The difference, however, lies in the mixing ratio of the components. The fat content is higher in milk. There's more water in a lotion. This makes body milk ideal for dry skin. Lotions are best for normal or rather oily skin.
